Singapore's New AI One Pass: Attracting Global Tech Talent in 2027

Singapore is sharpening its appeal to the world's top AI and technology professionals with the launch of a new dedicated track under its Overseas Networks and Expertise (One) Pass. Announced during the Committee of Supply debate on March 3, 2026, the One Pass (AI and Tech) will replace the existing Tech.Pass scheme starting January 2027, bringing with it more attractive terms designed to lure the brightest minds in artificial intelligence and technology to the city-state.

A Strategic Upgrade to Talent Attraction

The move represents Singapore's strategic response to intensifying global competition for AI talent. This approach acknowledges the reality that leading AI professionals often receive substantial portions of their compensation through employee stock option plans, share ownership, and other equity-based instruments—components that were previously difficult to count toward visa qualification.

To qualify, applicants must still meet a monthly salary of at least S$30,000, either during the 12 months leading up to their application or from a prospective Singapore-based employer. However, this can now include stock-based compensation, dramatically expanding the pool of eligible talent.

Minister Tan emphasized that Singapore's value proposition extends beyond financial packages. The existing Tech.Pass, launched in 2021, targeted top-tier technology professionals and allowed holders to move seamlessly across activities—from running a business and investing, to mentoring or leading companies, as well as lecturing in institutes of higher learning.

The One Pass has seen healthy growth, with more than 8,000 individuals currently holding passes, many contributing to sectors critical to Singapore's future economy. The new AI and Tech track builds on this foundation while adding specialized appeal for the artificial intelligence sector.
